There are new procedures, regulatory changes and
new programs coming all the time. For example;
there is the Transportation Worker identification
Credential (TWIC) which is rapidly approaching
its mandatory enforcement date. Also, in the next
couple of years every port, facility, ship and
vessel security plan will need to be re-submitted
to the contracting government administration for
approval. Some flag states have specific requirements
in order to facilitate a smooth approval process.

Port, Facility, Ship and Vessel Assessments
At AbendocK we take a flexible approach to the
conduct of assessments whether it is a facility,
port or even a ship. Our goal is to provide you
with a useful vulnerability assessment product
that will be an important part of taking an in
depth look at your security policies, practices
and procedures. We do this according to the regulatory
scope if any, the scale of the asset being assessed
and within reasonable limits the client’s financial
constraints. These assessments are the very big
first step in forming a good security program
and become the basis of your security plan. They
can be conducted as a standalone product or in
a packaged product with a follow on security plan.
Port, Facility, Ship and Vessel Plans
Security Plans are essential to coordinating and
running a top notch security program. Plans should
be documents that are concise, easy to understand
and useful to the plan holder. Which means that,
when referenced the plan gives needed action steps,
information or procedures the plan holder can
use to mitigate a threat, reduce its impact or
report it to first responders in times of crisis
for additional resources. Our plans are formed
by experts in the various security fields and
are the second major step in forming a security
program. The first of course is conducting the
assessment which is the basis of the security
plan. AbendocK will form your plan based on a
professional assessment within the regulatory
framework of the Contracting Government, Flag
State or Government Administration of the asset.
Further we stand by our work through and to completion
of the approval process so you are not left on
your own prior to having an approved and complete
security plan for that valuable asset. Security
plans can be formed from existing assessments
or can be completed as a package deal with an
assessment.
Alternate Facility Security Officer
Abendock Security Solutions would like to familiarize
you to our Alternate Facility Security Officer
Service. Our service has incorporated many of
the best practices from industry, delivered by
experienced and recognized experts in the maritime
security field. Our Alternate Facility Security
Officer Service assists the Facility Security
Officer with reaching and maintaining 100% compliance
with Maritime Transportation Security Act (MTSA)
regulations, while reducing the overall workload
of the Facility Security Officer.
Abendock Security Solutions will perform Alternate
Facility Security Officer duties assisting clients
with meeting the requirements of a Facility Security
Officer in accordance with MTSA to include the
following:

Abendock Security Solutions will assist with
reviewing, and updating security records for the
client facility. To assist with simplifying USCG
inspections, all records will be assembled in
an easy to reference well organized record keeping
program. These records will be reviewed with facility
personnel and updated quarterly as part of the
services provided by Abendock Security Solutions.
Amendments and Audits
Amendments and changes in infrastructure, security
plans, assessments, regulations, and strategies
is a fact of life in the maritime security industry.
Having capable professionals that understand and
are familiar with the requisite frameworks these
changes encompass is an invaluable asset. Audits
are a required function in keeping a security
plan up to date and working properly, not to mention
most flag states, contracting governments and
administrations expect mandatory audits be done
on a recurring basis. These audits whether internal,
independent or required by the flag state or contracting
government are a feature of doing business in
the maritime domain. AbendocK has the personnel
expertise to perform your audits and amendments
regardless of the contracting government with
few exceptions. As in all things we strive to
give you the best product possible and stand by
the work through the completion of any approval
process involved.
Drills and Exercises
AbendocK can assist with your required Drills
and Exercises in various ways depending on the
client’s needs, capabilities, infrastructure and
time constraints. Our personnel have formulated
Drills and exercises for major shipping companies
and countless waterfront facilities and even participated
in United States Coast Guard, Area maritime Security
Committee Port exercises. We can facilitate drills
or exercises in several formats mainly Table-top,
Full-scale, Live or any combination of these.
Drills or Exercises we conduct will meet or exceed
the regulatory requirements of MTSA and ISPS,
and will include a synopsis of the action, in
the case of exercises a formal write up, lessons
learned along with best practices revealed.
Country, Port and Route Threat Assessment
Our comprehensive assessment reports provide threat
analysis from open source material gathered by
security professionals adept at filtering through
the myriad of information out there to give you
a broad spectral view or just the information
needed to protect your assets. These reports are
as detailed as possible considering the current
environment of the location selected. We have
reports on countries that are updated periodically
if an overview of information is needed, but can
be tailored made to the specific requirements
of the requestor.
Country Threat Assessments are an overview of
an entire country giving the information needed
for protection of personnel prior to travel or
for those already on the ground.
Port Threat Assessments are oriented to a maritime
port, facility or complex and will detail the
information required for port entry of a vessel
or for company personnel visiting the port.
Route Threat Assessments are targeted at water
routes from one point of departure to one or more
destination points. These reports will normally
include overviews of the destination country and
port assessments of the ports visited.
SSAS Annex Formulation
These annexes to a ship or vessel security plan
are a written guide and plan for how the Ships
Security Alert System (SSAS) is installed, documented
and will be controlled. We can assist with the
writing, rewrite or plan the installation of these
systems based on the individual ships needs and
requirements. Our team of qualified security specialists
know the ins and outs of virtually all of the
systems in use and can assist with programming,
installation, documentation and where warranted,
approval of the system installation and annex.
Our personnel have been writing annexes and assisting
shipping companies with these systems since some
of the first systems went on ships in 2004.
Guarding and Force Protection
This service concentrates on two distinct guarding
or force protection functions. The first is the
guarding of vessels at berth or access control
and patrol of waterfront facilities. Our guards
are trained specifically with the maritime security
role in mind. The guards will know and understand
the Maritime Transportation Security Act requirements
and will follow post orders as required. Guards
are certified as appropriate with state laws and
government regulations as appropriate. Our personnel
can also be posted aboard ships in port that have
been arrested or have been to ports that require
tighter security measures while in U.S. ports.
The other aspect of our service is to station
a team of security professionals aboard ship during
deployment or on specific voyages depending on
the threat level faced. In this case as previous
the guards are well trained professionals aboard
the vessel with force protection as their primary
role. Their mandate is to see that the crew and
the asset are protected during transit and arrive
at the intended destination(s) as scheduled. These
two aspects of our service are contract negotiated
with the client on a case by case basis; interested
parties should contact us directly for arrangements
and availability.
